Job Description:

The Business Analyst will support the Texas Electronic Vital Events Registrar (TxEVER) system and front-line business operations across multiple areas within Vital Statistics Services (VSS).

The consultant will review, analyze, and evaluate business systems and user needs, support business process reengineering, identify technology solutions, prepare solution options and risk assessments, and document detailed business/user requirements.

Required Skills – 8+ Years:

• Texas Vital Statistics laws, policies, procedures, and regulations
• Business Analysis methodologies
• Business process analysis and reengineering
• MS Office Suite – Word, Excel, PowerPoint, Project, and Visio
• Project planning and organization
• Analysis of complex IT applications, policies, and issues
• Requirements gathering, fact analysis, and solution recommendations
• Strong verbal and written communication
• Stakeholder management, negotiation, and conflict resolution
• Preparing concise reports and management-level responses
• Statistical/accounting records and data summaries
• Managing small to medium-sized projects
• Creating project work plans
• Preparing accurate work estimates and monitoring progress
