Senior Business Systems Analyst – Case Management Systems (HHSC Environment)
Location: Austin, TX (Hybrid – 3 Days Remote / 2 Days Onsite; Local Candidates Only)

Role Overview
We are seeking a highly experienced Senior Business Systems Analyst with 8+ years of experience in business analysis, systems evaluation, and software development lifecycle support. The ideal candidate will have strong expertise in reviewing and analyzing business systems, gathering requirements, and supporting system implementation initiatives, particularly within case management environments.
This role requires a professional who can effectively collaborate with both business stakeholders and IT teams to analyze user needs, identify process improvement opportunities, and design solutions that align with organizational objectives. The selected consultant will also participate in software development reviews, testing cycles, and solution analysis, including cost-benefit evaluations and ROI assessments.
Experience working with Health and Human Services (HHS) agencies and implementing case management systems is highly preferred.
Key Responsibilities
- Review, analyze, and evaluate existing business systems and user needs
- Gather and document detailed business and functional requirements
- Identify opportunities for business process improvement and workflow optimization
- Apply industry-standard business process mapping and reengineering methodologies
- Prepare solution analysis including cost-benefit, ROI, and build vs. buy evaluations
- Document user requirements, system functions, and development specifications
- Participate in software development lifecycle (SDLC) activities
- Review system designs and provide guidance during development phases
- Participate in unit testing, system testing, and user acceptance testing (UAT)
- Collaborate with IT teams including architecture, development, and support teams
- Analyze raw data and perform data analysis to support business decision-making
- Serve as a liaison between business stakeholders and technical teams
- Plan and organize work effectively to manage multiple assignments simultaneously
Required Skills & Qualifications
- 8+ years of experience as a Business Systems Analyst
- 8+ years of experience reviewing and evaluating business systems and user needs
- Strong understanding of business analysis frameworks and methodologies
- 8+ years of experience participating in software development reviews and testing activities
- Experience supporting unit testing, system testing, and user acceptance testing
- Strong knowledge of Software Development Life Cycle (SDLC) methodologies
- Experience performing data analysis and interpreting raw data for business insights
- Proven ability to manage multiple assignments while maintaining accuracy and quality
- Strong written and verbal communication skills working with both IT and business teams
Preferred Qualifications (Plusses)
- Experience working with a Health and Human Services (HHS) agency
- Experience implementing case management systems
- Experience with Jira project management software
- PMP certification or project management experience
- Experience supporting government or public sector technology projects
