Program Manager

Job Overview:

We are looking for an experienced Program Manager to lead large-scale, cross-functional digital initiatives for a government client (CODE PA). This role involves managing multiple workstreams, aligning stakeholders, and ensuring successful delivery of complex programs.

Key Responsibilities:

• Lead end-to-end delivery of large, complex programs with multiple workstreams
• Define program strategy, roadmap, and execution plan
• Establish governance frameworks, operating models, and reporting structures
• Align cross-functional teams including product, engineering, UX, vendors, and stakeholders
• Manage program risks, dependencies, and issue resolution
• Provide regular status updates and executive-level reporting
• Drive planning, prioritization, and on-time delivery within scope and budget
• Oversee vendor performance, contracts, and financial tracking
• Support Agile teams and coordinate Scrum ceremonies when needed

Required Skills & Experience:

• 10+ years of Program/Portfolio Management experience
• Proven experience managing large-scale, multi-year, multi-million-dollar programs
• Strong experience with Agile, Waterfall, and hybrid delivery models
• Experience managing multiple teams and cross-functional stakeholders
• Hands-on experience with tools like Confluence, Azure DevOps, SharePoint, etc.
• Excellent communication and stakeholder management skills

Preferred Qualifications:

• PMP, Scrum Master, or equivalent certifications
• Experience working with State Government clients
• Salesforce experience
• Experience setting up programs from early-stage or unstructured environments
