Job Summary:
The Department of Management (DOM), Division of Information Technology (DoIT), is seeking an experienced Product Owner / Portfolio Manager to manage a portfolio of IT products and applications. This role requires strong collaboration with business stakeholders, IT leadership, and cross-functional teams to deliver scalable, compliant, and high-quality technology solutions.
Key Responsibilities:
- Manage and oversee a portfolio of IT products, ensuring alignment with business and user needs
- Serve as Product Owner, driving product lifecycle from planning through deployment and support
- Collaborate with business SMEs, vendors, and internal teams to define scope and identify IT solutions
- Maintain and prioritize product backlogs and roadmaps aligned with strategic goals
- Lead product releases, monitor performance, and manage risks impacting delivery and budget
- Facilitate Agile ceremonies including sprint planning, reviews, and backlog grooming
- Define and track KPIs, ensuring compliance with state, federal, and IT governance standards
- Manage vendor relationships, ensuring SLA adherence and resolving service issues
- Oversee product budgets, financial planning, and reporting
- Lead cross-functional (fusion) teams and coordinate resource allocation with leadership
- Work closely with Executive Technology Officers (ETOs) to prioritize initiatives and transition products to enterprise services
- Build strong stakeholder relationships and provide regular status updates
Required Skills & Experience:
- Proven experience as a Product Owner, Product Manager, or Portfolio Manager in IT environments
- Strong understanding of Agile methodologies and product lifecycle management
- Experience managing multiple products or portfolios simultaneously
- Ability to work with cross-functional teams, including business, IT, and vendors
- Strong communication, stakeholder management, and leadership skills
- Experience with performance metrics, reporting, and continuous improvement practices
- Familiarity with IT governance, compliance, and public sector environments is a plus
Preferred Qualifications:
- Experience working with state or government agencies
- Knowledge of procurement processes and vendor management
- Certifications such as Certified Scrum Product Owner (CSPO), PMP, or similar
