Role Overview
The Pennsylvania Public Utility Commission (PA PUC) is seeking an experienced Product Manager to lead the modernization of the CAI application. The CAI application is critically important to resolving complaints from the public with utility companies. A three-year modernization effort is about to start that will involve the planning and delivery of this project. This role will be responsible for defining the product vision, prioritizing the roadmap, gathering and managing user stories, leading the design, leading the development team, testing, and implementation of the product. The Product Manager will work closely with business stakeholders, technical teams, architects, and vendors to ensure the modernized solution meets current and future business needs while aligning with enterprise architecture, security, and accessibility standards. Candidates are expected to be in a PA office 2 days a week, with one of those days being Wednesday. Three days can be worked from home/remotely. The controlling location is Harrisburg, PA, and PA offices are available statewide.
Primary Responsibilities
• Own the product vision, strategy, and roadmap for the CAI application modernization initiative.
• Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.
• Translate business needs into clear user stories, acceptance criteria, and product backlog items.
• Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches, including potential platform, architecture, and integration decisions.
• Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
• Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.
• Serve as the primary liaison between business stakeholders and the technical delivery team.
• Define success metrics and KPIs for the modernized CAI application and track progress against them.
• Support change management, user adoption, and training efforts related to the modernized solution.
• Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
• Identify risks, dependencies, and impediments and drive resolution.
• Provide regular status updates and recommendations to IT leadership and business sponsors.
Required Technical Skills
• Experience as a Product Manager leading $10M large scale public sector modernization efforts
• Demonstrated experience modernizing legacy applications or leading digital transformation projects
• Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs
• Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar).
• Experience with overseeing and testing of large data conversions
• Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences
• Strong organizational and prioritization skills with the ability to manage competing demands
Preferred Qualifications
• Experience with enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architectures).
• Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems
• Experience with process improvement and business process reengineering
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations
• Bachelor’s degree in Business, Information Systems, Computer Science, or related field (or equivalent experience).
