Job Title: Oracle Utilities CC&B Market Transaction Framework (MTF) Functional Lead

Location: NYC but Remote (Preference for candidates who can support EST hours and travel occasionally as needed)

Position Overview

We are seeking an experienced Oracle Utilities Functional Lead with deep expertise in Oracle Customer Care & Billing (CC&B/CCS) and the Market Transaction Framework (MTF). This role will lead the functional design, configuration, and delivery of market transaction processes, customer switching workflows, and regulatory-driven utility operations.

The ideal candidate will serve as the primary functional Subject Matter Expert (SME), collaborating with business stakeholders, technical teams, integration partners, and testing teams to ensure successful end-to-end delivery of Oracle Utilities solutions.

Key Responsibilities

• Lead the functional design, configuration, and implementation of Oracle Utilities CC&B/CCS solutions.
• Drive Market Transaction Framework (MTF) processes, including customer switching, market transactions, and regulatory compliance workflows.
• Define and optimize business rules, transaction processing logic, and system configurations.
• Serve as the primary liaison between business stakeholders, development teams, integration teams, and testing teams.
• Support data conversion, migration validation, User Acceptance Testing (UAT), and deployment readiness activities.
• Ensure compliance with utility market regulations and business requirements.
• Analyze business processes and recommend best-practice Oracle Utilities solutions.
• Coordinate cross-functional teams to deliver scalable and compliant utility solutions.
• Support issue resolution, functional testing, and production readiness activities.

Required Skills

• Strong functional experience with Oracle Utilities Customer Care & Billing (CC&B/CCS).
• Hands-on expertise with Market Transaction Framework (MTF).
• Deep understanding of:

• Experience with Oracle Utilities Meter Data Management (MDM).

• Experience with Oracle Utilities Customer to Meter (C2M) and Field Services.
• Prior experience in large-scale utility transformation or modernization programs.
• Knowledge of utility market operations and customer lifecycle processes.
