We’re hiring a Lead Business Analyst for the Virginia Department of Transportation (VDOT) in Richmond! This is a strategic leadership role for a seasoned BA who thrives on mentorship, collaboration, and driving high-quality business analysis across enterprise projects.
📍 Location: Richmond, VA (Local candidates only)
🏢 Work Mode: On-site up to 5 days/week based on business needs

🔎 Role Overview
This position blends leadership, coaching, and hands-on analysis. You’ll guide a team of 8–10 Business Analysts, strengthen BA standards, and align business and technology teams to improve delivery outcomes.
💼 What You’ll Do
✔ Establish and promote BA standards, templates, and documentation
✔ Ensure high-quality requirements (BRDs, RTMs, user stories, process flows)
✔ Facilitate workshops, discovery sessions, and stakeholder alignment
✔ Present insights and recommendations to senior leadership
✔ Mentor and develop the BA team while removing delivery roadblocks
✔ Support Agile delivery and enterprise-level initiatives
✅ Required Experience
• 7+ years Business Analyst experience (3+ years mentoring/leading)
• Strong stakeholder engagement & facilitation skills
• Expertise in requirements, process modeling, and Agile (Scrum/Kanban)
• Experience with enterprise systems and tools like Jira/Azure DevOps
• Excellent communication and leadership skills

• Experience building BA standards / BA Center of Excellence
• Data governance, data integration, or data quality exposure
• Testing and ALM tool familiarity
