Job Description:

We are looking for an ECM Business Analyst with at least 6 years of IT experience and extensive SharePoint

*Candidates can come from any domain background. Any previous State/ Government/ Agency domain experience is a nice plus, but not required.

Top Desired Skills:

1. SharePoint On-Premises Solution Design (6+ years) — Advanced expertise in lists, libraries, content types, views, columns, site structures, and site architecture. This is not a development role — the candidate must be fluent in configuring and designing within SharePoint's native toolset, not writing code.

2. Business Analysis & Product Ownership — Proven ability to gather requirements from business stakeholders, translate them into user stories and backlog items, and manage delivery through Agile sprint cycles. Must be comfortable facilitating meetings, introducing change, and owning a product area end-to-end.

3. QA Testing (Manual) — Strong background in system-level, regression, scenario-based, and edge-case validation. Testing is currently all manual with validations occurring on two-week sprint cycles. The candidate must be rigorous and methodical — not someone who treats QA as an afterthought.

The North Carolina Department of Transportation (NCDOT) is one of the largest state transportation agencies in the country, responsible for building, maintaining, and operating North Carolina's highway system, bridges, ferries, and other transportation infrastructure. NCDOT's mission is to provide a safe and efficient transportation system that works well for everyone. The agency employs thousands of professionals across 14 divisions statewide and manages one of the nation's largest state-maintained highway systems.

Within NCDOT's Engineering Application Services Department, the Enterprise Content Management (ECM) team supports the Preconstruction division — an organization spanning approximately 23 disciplines including hydraulics, congestion management, roadway design, and related engineering functions. The ECM team builds and maintains an on-premises SharePoint environment that houses over 7,000 project sites serving internal DOT staff, internal design teams, external consulting design firms, Metropolitan Planning Organizations (MPOs), Rural Planning Organizations (RPOs), and local municipalities. The team leverages traditional SharePoint lists, libraries, and custom forms with a Vue.js 3 frontend framework to deliver web-like content experiences. PowerBI and PowerApps applications also operate within this environment.

We are seeking an ECM Solutions Analyst to join this team on a 12-month contract engagement. This is not a development position and involves no coding. The selected candidate will function as a product owner for a specific area within the Preconstruction environment — responsible for requirements gathering, translating business needs into user stories, managing backlog items, facilitating stakeholder meetings, and driving solution design using SharePoint's native configuration capabilities. Approximately 75% of the role is hands-on SharePoint solution design (sites, lists, libraries, views, columns, content types), 5-10% is stakeholder communication and change management, and the remaining time is dedicated to manual QA testing including regression and scenario-based validation on two-week sprint cycles. The candidate must be able to work autonomously, communicate clearly with both technical and non-technical audiences, and hit the ground running — previous hires who struggled with stakeholder management did not succeed in this environment.

**Adjacent / Preferred Skills:**
- Experience working in state government or large public-sector IT environments
- Familiarity with SharePoint Online and migration considerations (on-prem to cloud)
- Exposure to PowerBI dashboards or PowerApps within a SharePoint ecosystem
- Experience authoring user-facing documentation compliant with WCAG accessibility guidelines
- Working knowledge of Azure DevOps or similar work management tools
- Background in business process re-engineering or process redesign initiatives
- Experience mentoring junior team members or providing subject matter guidance

**Required Skills & Qualifications:**
- 6+ years of experience designing solutions in SharePoint on-premises environments
- Advanced proficiency with SharePoint lists, libraries, content types, site structures, views, and columns
- Demonstrated experience as a Business Analyst in enterprise-level environments
- Experience gathering requirements, authoring user stories, and managing a product backlog
- Strong manual QA testing background — system-level, regression, workflow, scenario-based, and edge-case validation
- Working knowledge of Agile methodologies and SDLC
- Experience as a SharePoint Designer or SharePoint Site Owner
- Excellent written and verbal communication skills with the ability to convey technical concepts to non-technical stakeholders
- Strong organizational and presentation skills
- Advanced proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams)
- Ability to work autonomously and drive tasks to completion with minimal oversight

**Preferred / Nice-to-Have:**
- Exposure to PowerBI and/or PowerApps within a SharePoint ecosystem
- Experience with Azure DevOps or similar work management tools
- Background in business process re-engineering
- Experience authoring structured documentation (user guides, technical references, knowledge articles) compliant with WCAG accessibility guidelines
