Job Title: Senior Enterprise Data Strategy & Governance SME

Location: San Pedro, CA, Hundred % Remote (with occasional on-site workshops if required)

Duration: 6 Months with possible extension/hire

 

Note: We're looking for candidates with CA only

 

Role Overview: Seeking a Senior Enterprise Data Strategy & Governance Subject Matter Expert to lead the design and implementation of a unified enterprise data ecosystem for a large public-sector organization. This is a hands-on, delivery-focused role responsible for creating foundational data governance frameworks, enterprise data architecture, and a phased roadmap to enable scalable, secure, and interoperable data operations. The SME will work closely with business and IT stakeholders to translate fragmented data environments into a structured, governed, and future-ready data ecosystem.
 

Experience:

• 10+ years in enterprise data strategy, governance, or architecture.

• Proven experience in public sector environments.

• Experience in maritime, logistics, or port ecosystems.

• Strong track record delivering data governance frameworks and operating models.

• Experience with enterprise-wide digital transformation initiatives.
 

Technical Expertise:

• Enterprise data architecture & integration patterns.

• API governance and interoperability standards.

• Data governance tools and frameworks.

• Metadata management and data cataloging.

• Cloud data platforms and integration tools.

• Data quality management and monitoring.
 

Core Competencies:

• Strong stakeholder engagement and communication skills.

• Ability to translate strategy into executable deliverables.

• Experience working with executive leadership.

• Analytical mindset with structured problem-solving approach.

• Ability to work independently in a time-bound engagement.
 

Nice-to-Have:

• Familiarity with Digital Twin, IoT, or smart infrastructure ecosystems.

• Certifications in data management (e.g., DAMA, CDMP) or enterprise architecture (e.g., TOGAF).
 

Enterprise Data Assessment:

• Conduct stakeholder interviews across business and IT teams.

• Inventory enterprise data domains (operational, financial, regulatory, geospatial, etc.).

• Map system integrations and external data flows.

• Identify data ownership gaps, redundancies, and governance risks.

• Establish baseline data quality metrics (accuracy, completeness, timeliness).
 

Data Governance Framework:

• Define enterprise data roles (Data Owner, Steward, Custodian, Executive Sponsor).

• Develop governance operating model, RACI matrix, and decision frameworks.

• Design governance committees, policies, and procedures.

• Establish processes for data intake, approvals, and compliance tracking.

• Drive adoption strategy across departments.
 

Enterprise Data Architecture:

• Define enterprise data architecture principles and standards.

• Develop conceptual reference architecture (data, integration/API, application, analytics layers).

• Establish standards for:

o Metadata management

o Data classification

o Master data management

o API governance

o Data lifecycle management

• Ensure alignment with existing systems (ERP, cloud, cybersecurity frameworks)
 

Digital Ecosystem Strategy & Roadmap:

• Define enterprise data layer to support systems like ERP, IoT, analytics, and integrations.

• Develop phased roadmap (0–6, 6–12, 12–24 months).

• Identify priorities, dependencies, and quick wins.

• Define KPIs and dashboards for measuring success.

• Develop data quality monitoring and anomaly detection approaches.

• Design and support a pilot implementation.

• Create transition and sustainability plan.
 

Stakeholder Engagement & Advisory:

• Present frameworks and strategies to executive leadership.

• Collaborate with cross-functional teams and external partners.

• Validate findings using real system data, logs, and metrics.

• Provide actionable, implementation-ready deliverables.
 

Key Deliverables:

• Current-State Data Assessment Report.

• Enterprise Data Governance Framework & Policy.

• Data Operating Model & Governance Charter.

• Enterprise Data Architecture & Standards Documentation.

• Digital Ecosystem Roadmap (18–24 months).

• Pilot Implementation Summary.

• Executive-Level Strategy Presentations.
